Li Shangfu joined the PLA when he entered the Public College of Protection Innovation in 1978. Subsequent to graduating in 1982, he started working at the Xichang Satellite Send off Center as a professional.

He has been Overseer of the Gear Improvement Branch of the Focal Military Commission since September 2017. He recently filled in as Appointee Authority of the PLA Vital Help Power and Agent Leader of the PLA General Deadly implements Division. Following 31 years working in Xichang, Li was selected Head of Staff of the PLA General Combat hardware Division (Stray) in 2013, supplanting Maj. Gen. Shang Hong. After a year, he was made Representative Overseer of the Stray.
In 2016, Li was named Delegate Administrator of the recently settled PLA Key Help Power, which is answerable for the internet, space, and other cutting edge fighting. He was elevated to the position of lieutenant general around the same time. In September 2017, Li was delegated Overseer of the Hardware Improvement Branch of the Focal Military Commission, the replacement division of the Stray, supplanting General Zhang Youxia.
In October 2017, Li was chosen an individual from the nineteenth Focal Panel of the Socialist Faction of China.
On 20 September 2018, Li Shangfu, alongside the Hardware Advancement Office, turned into the principal people (elements) to be authorized by the U.S. government for “taking part in critical exchanges with people” authorized under CAATSA, in particular for exchanges that elaborate ″Russia’s exchange to China of Su-35 battle airplane and S-400 surface-to-air rocket framework related equipment″.
